Cause

Because of the architectural changes in Provisioning Services 6.0 and later, Provisioning Services Servers must communicate with each other to accomplish this task but since they are located on different VLAN without routable path, they cannot communicate.

Resolution

Configure interVLAN routing for all Provisioning Services Servers in the Farm.
